Agency Plans

The purpose of the Agency plans is to establish local policies for administering our programs in a manner that is consistent with HUD requirements and the local goals and objectives as set forth in the Public Housing Agency's (PHA) plans.

The PHA plans, both for the Public Housing program and the House Choice Voucher program, serves as a strategic planning tool addressing payment standards, preferences, admission and occupancy procedures, standards, reexaminations, inspections, etc.

Housing Authorities are required to establish a Resident Advisory Board (RAB) whose membership consists of individuals who reflect and represent residents assisted by the Housing Authority. A yearly letter is sent out appointing the head of household from each family currently residing in Public Housing and Section 8 to the RAB. Members of this board are invited to participate in the annual planning process for the Housing Authority of Darlington.

The Resident Advisory Board makes recommendations regarding the development of the PHA Plan and any significant amendments or modifications to the plan. Residents can make sure their needs are being addressed and become more involved in issues that directly affect them. HAD benefits by working with the residents who provide important information regarding the physical condition of their units and neighborhoods. In addition, residents will be more aware of the process that our Housing Authority undergoes to prioritize capital fund activities.
